Job Summary Scopes capital projects for DEWV with input from the organizational management. Provides pipeline construction designs for new, repair, replace, and relocation projects. Forecast project timelines for capital projects. Track Design Department project progression. Provides direct supervision to Design staff. Hires staff and assigns work to Designers. Manage the group to ensure pipeline project dollars are efficiently allocated to the highest priority and most critical projects within the state of West Virginia. Analyze asset design and financial planning; Ensure compliance obligations are communicated, documented and achieved. Evaluate, select, and scope infrastructure projects. Achieve capital goals through the use of both long and short term detailed plans that balance the needs of the organization and its financial targets. Establish and maintain an adequate list of design projects to be physically constructed, per budget program, and executed during a specified time period. Responsible for the development and implementation of distribution design policies for the safe, reliable, and efficient operation of natural gas distribution facilities. Assist with system analysis and planning. Manage specifications for new installations, loads, and nontraditional revenue projects as well as long term plans for infrastructure betterment. Define, develop, and publish performance metrics for employees; Coordinate and monitor required resources; Identify and implement planning process improvements. Participate in the preparation and delivery of business case/rate of return analysis to determine if a capital expenditure is viable. Maintain databases (SharePoint) to comply with company SOP and DOT requirements. Relocation assistance can be offered to the successful candidate if eligible. Required Knowledge, Skills, Abilities & Experience Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications): Bachelor's degree with 3 years of related energy industry or supervisory experience with at least three years gas operations experience OR Associate's degree with 5 years or related energy industry or supervisory experience with at least three years gas operations experience OR High school diploma or GED with 7 years of related energy industry or supervisory experience with at least three years gas operations experience In addition to the above: 5+ years of mapping, drafting, engineering experience is required 5+ years permitting, design, or project planning experience is required Preferences: 5+ years AutoCad experience 2+ years SAP experience and ESRI experience Experience with Sharepoint Experience with Google Earth Other Knowledge, Skills and Abilities: Working knowledge of natural gas Distribution, Gathering, and Transmission systems. Considerable knowledge of gas industry codes and regulatory requirements. Excellent communication skills, skilled in both oral and written communications with the ability to prepare and provide information to Dominion Energy WV and Public Services Commission (PSC) leadership on a regular basis. Budget management skills; skilled in the development and assessment of budgets. Strong organizational and prioritization skills based on quantitative and qualitative criteria. Ability to effectively manage a project prioritization process and work closely with construction and maintenance leadership and staff, and other parties to obtain commitments.
