Title: Human Resources Administration Location: Stafford Springs CT This is a 12 month assignment with possibility for extension or conversion. Pay Rate: $20/hour plus benefits (health, dental, life insurance, 401K) GLOBAL JOB DESCRIPTION: Human Resources Administration Provides administrative support in all aspects of Human Resources by performing a wide variety of duties. Coordinates the implementation of multiple HR processes and compiles employee information. Applies experience and knowledge of HR, along with an applied knowledge of client organization/plant to identify issues and anticipate business needs as they relate to Human Resources. Regularly utilizes extensive experience and advanced HR knowledge to perform specialized duties and provide regular guidance and instruction on work procedures to others. Handles problems which typically require identifying solutions by selecting from alternative courses of action. Provides guidance to co-workers or new employees mainly on routine supporting duties. Major Duties and Responsibilities 1. Follows a variety of generally defined procedures within functional disciplines such as benefits, compensation, staffing, organizational development, employee relations, operations, etc. Generally, assignments are made up of a series of activities with some short-term projects. The scope for discretion requires judgment to handle a broad variety of activities, conditions, processes, or operations. Sets own work priorities in cooperation with the manager/supervisor. Incumbent is expected to offer suggestions for improvement to methods and processes. Exercises authority to independently act within guidelines. 2. May provide work direction, guidance, and training to co-workers within the same work group on routine support duties, technical requirements, protocol, policy and procedures. 3. Most problems that occur in this job are generally varied. Solutions are obtained by assembling and examining facts, identifying a number of solutions and prior practices and experience is used to select the best solution. Most complex problem solving may involve conducting multi-step research, analysis, and summarization which may require multifunction/department involvement. 4. Handles uncommon situations through interpretation of policy and practices. Exercises authority to independently act within guidelines, selecting from alternative courses of action, with greater adaptation to circumstances as necessary. Independently administers and communicates established policy and procedures. 5. Assimilates and analyzes data which may include one or more of the following: preparing reports or spreadsheets from collected data; conducting research to identify appropriate responses to maintain compliance to regulations; identifying noncompliance issues, working towards resolution; tracking and monitoring budgets, recommending necessary action to management; initiating and following through on resolution of discrepancies/problems; developing/creating manuals, databases, literature, approving designs and layouts. 6. Has a major impact on the support activities of the direct work group/team, providing work direction, guidance, and training; begins to affect related activities within connected work groups/teams. Working tasks might include: a. Applies experience and knowledge of HR, along with knowledge of client organizations/plants, to identify issues and anticipate business needs as they relate to Human Resources. b. Provides employee information (verbal or report format) to plant HR management and/or Business Group HR Managers/Directors in response to management requests through multi-step research, analysis and summarization, often requiring multi-function/department involvement c. Assists in development or implementation of programs. Understands and explains programs to internal clients or external customers. d. Troubleshoot, identify, and resolve problems or discrepancies through utilization of a broad network of resources e. Suggest/develop improvements to current procedures and processes. Initiate improvements to work processes or procedures, monitoring, and follow-up. f. Handle uncommon situations through interpretation of corporate or division policy and practices. Exercise authority to independently act within guidelines. Explain/discuss difficult data or policy in order to achieve understanding and cooperation g. Serves as main employee contact for subject matter that includes: payroll, benefits, disability and other HR related day to day questions and issues; supporting the external staffing process for salary and hourly employees which includes administering testing, scheduling interviews, etc.; managing temporary staffing process; managing community affairs programs; coordinating various company events throughout the year such as the employee picnic, employee recognition events, etc.; participating as an active member of the site Health and Wellness Team. h. Participates in focus groups and committees to resolve problems and achieve goals. i. Exercises discretion in matters of confidentiality 7. Primary contacts include clients, vendors, co-workers, and first level management. 8. Interaction is focused on answering routine and non-routine questions. Exchanges information with an audience which may not be knowledgeable in the subject area. Acts as department support expert by providing interpretation of support procedures and processes, guidelines, etc. 9. The position should contain no more than 20 percent secretarial-type job duties such as scheduling meetings or appointments, travel arrangements, taking meeting notes, answering phones, calendar management, typing reports or correspondence, processing forms, or ordering supplies. 10. Actively participates in relevant corporate programs/initiatives, complies with professional and quality standards, complies with corporate policies and procedures, and acts in a manner consistent with 's values and ethical standards. Qualifications (Education/Experience and Knowledge, Skills, and Abilities) A minimum of secondary/high school degree or equivalent education is required. A technical/vocational/trade school degree (2-3 years after high school) in the appropriate/applicable field is preferred. In addition, a minimum of 5-7 years of relevant working experience is normally required. Selects a predetermined course of action based on experience and discipline-specific guidelines. Good coordinating, analytical, verbal and written communication, and interpersonal communication skills. Demonstrates basic leadership skills. A broad knowledge of computer programs and corporate systems relevant to the assigned area of responsibility is normally required. Works with moderate work direction, and can identify issues/problems but may need assistance in resolving. Worker will be responsible for but not limited to the following specific duties: Provide professional recruiter support and customer service hiring managers and job seekers (internal/external); Assist hiring managers and jobseekers with system navigation and troubleshooting; Consult with recruiters, hiring managers and human resources to ensure compliance with local law and regulations as well as applicable policies; Prepare and analyze detailed quarterly business recruitment reports/metrics; Presentations to Leadership ; Coordinate candidate in-person and phone interviews; Active participation on project teams as assigned; Assist the recruiting consultant with dispositioning of candidates; May support on-boarding and global diversity activities/events as well as career fairs.
