Join Global Engineering and Technology, Inc. ((url removed)), in providing the United States (U.S.) Department of Energy (DOE) with gold-standard communications and security support at the DOE Headquarters located in Washington, DC.

As a Senior Communications Specialist, you will work onsite at the DOE's Forrestal Headquarters facility 50% of the time, managing the DOE's Office of Environment, Health, Safety and Security's (EHSS) Communication Center.

Duties and Responsibilities

Manage the U.S. DOE EHSS Classified Matter and Communication Control Center, providing programmatic analytical, technical, security, and administrative support for Senior Executive Service staff.

Provide liaison services between U.S. DOE and EHSS Senior Executive Staff, as well as between EHSS Senior Executive Staff and the several program offices they are responsible for, functioning as the gatekeeper for all incoming and outgoing correspondence.

Responsible for developing, maintaining, and updating official EHSS communications center's guidelines and protocols that align with the most current U.S. DOE policies and procedures.

Create, maintain, and update multiple excel spreadsheets to effectively and efficiently track all correspondence data and statistics that are used for programmatic improvement and success.

Responsible for managing communication center staff, to include training, reviewing work products and providing technical guidance for EHSS and DOE software systems.

Provide monthly and bi-annual reports to senior management that highlight major accomplishments, as well as summarizes the communication center data metrics.

Deploy a variety of computer and software applications, to include Microsoft applications, EHSS Correspondence Tracking System (training provided), and Electronic Documents System (training provided) to maintain professional, timely, accurate, and proper flow of reports to Congress, Congressional responses, Executive Secretariat (ES) assignments and requests for U.S. DOE program office collaborations, and other official correspondence.

Receive and review all incoming correspondence and assignments from U.S. DOE's ES, determine which EHSS program office should review the provided correspondence and assignments, and subsequently task that office to complete that assignment and ensuring that it is completed by the given due date.

Review all documents and correspondence packages submitted for EHSS senior staff approval for quality control and make editorial and formatting changes as needed.

Effectively collaborate with U.S. DOE Congressional & Intergovernmental Affairs, Public Affairs and General Counsel to ensure correspondence with legal implication, effecting internal and external stakeholders, or to be submitted to Congress, contains the appropriate or responsive substantive information, is accurately formatted, technically edited, properly approved through the Department, and appropriately dispatched as required by law.

Responsible for managing access to, as well as properly maintaining and updating the communications center's classified fax, classified copiers, classified printers, and classified networks used to create, edit, send, and receive classified reports, information, and correspondence.

Ensure EHSS classified Vault Type Room (VTR) and classified safes stored inside the Limited Area are properly maintained, opened, secured, and accounting for all personnel access and egress by maintaining a U.S. DOE Standard Form 702.

Maintain accountability of all classified documents and electronics stored in the EHSS VTR and safes, and ensuring proper procedures are followed regarding markings, covers, storage, updates, and documentation.

Responsible for proper creation, handling, transmission, and destruction of classified information per government and U.S. DOE policies, regulations and guidelines.

Establish and maintain all document control records and files, to include incoming and outgoing classified document transmission receipts, in accordance with U.S. DOE Order 471.6, Information Security.

Serve as an EHSS security point of contact for proper classified material handling and transmission.

Provide Freedom of Information Act (FOIA) & Privacy Act (PA) Analyst support services for EHSS, to include but not limited to, interfacing with U.S. DOE's FOIA and PA personnel to receive requests, processing requests to appropriate EHSS subject matter experts to prepare responses, maintaining complete and detailed notes on all assigned cases, ensuring responses are substantively accurate and adequately responsive, assisting with redactions, and processing completed requests with the necessary accompanying documentation to appropriate FOIA and PA personnel.

Requirements

MINIMUM QUALIFICATIONS

Candidate must possess an active DoD Top Secret security clearance or DOE Q security clearance.

Candidate must possess a High school diploma or equivalent.

Candidate must possess experience with handling, storing, wrapping and transmitting classified documents.

Ability to communicate effectively - both orally and in writing.

Demonstrate strong analytical skills, reading comprehension, and attention to detail.

Ability to multi-task, work in a team environment, and adjust to established work patterns and processes as required

PREFERRED QUALIFICATIONS

Bachelor's or Master's degree in a related field.

Five years of experience providing communications.

Strong analytical skills.

Excellent organizational and presentation skills.

Proven ability to be innovative and creative.

Ability to work autonomously and interface easily with Federal Senior Executive Staff and other senior leadership.
