Title: Senior Programmer Analyst
Location: Monterey Park, CA
Analyze, gather, and validate business and functional requirements; and translate them to functional requirements in DHCS Capitation Rates Development Division SFY 17-18 Private and Public Hospital Payments programs.
Create complex SQL queries to conduct comprehensive data analyses, identify all gaps among submissions, internal exclusions, and regulators’ responses; and reconcile the volume charts and all submissions from hospitals accurately & timely.
Unit Test Plan & Unit Testing.
Minimum and Preferred Qualifications:
At least 7 years of programming experience in Oracle PL/SQL, SQL*Loader
At least 7 years of programming experience in Software Development Life Cycle
Ability to work independently in a fast paced environment
Minimum Bachelor's degree in Computer Science, Information Technology (IT) or related discipline that includes technology concentrations from an accredited university
A Master’s degree in Computer Science related discipline is desirable.
Oracle Certification desirable Skills/Abilities:
Programming experience in Oracle PL/SQL, SQL Loader, Unix Shell programming.
SSIS, SSRS skills are highly desirable
Familiarity with EDI and XML processing is desirable. Candidate should be very familiar with Windows, Unix operating systems
Proven ability in managing Oracle databases sized 500GB+
Prior experience of working with Encounter Processes and Transactions (837P, 837I, 837D and NCPDP 4.2 transactions, EVR, 999/777/MAO) along with knowledge of healthcare member eligibility, provider network, claim processing, National Standard Codes is highly desirable
Solid communication skills (oral, written, and presentation) and strong interpersonal skills are essential.
Design, enhance, document, create, test, debug, implement, maintain and optimize encounter system and processes
Lead, manage, and/or assist in all aspects of the software development life cycle (SDLC), including requirements definition, design, development, testing, implementation, installation, maintenance and documentation
Gather and analyze user requirements to derive software design and performance requirements
Develop software solutions by analyzing system performance standards, conferring with users or system engineers; analyzing systems flow, data usage and work processes; and investigating problem areas
Tune queries, stored procedures, and functions to improve performance
Identify production & non-production application issues, identify opportunities, make recommendations to fine-tune and optimize system, processes, and management.
Provide technical support and consultation to system and processes, serve as a mentor as a technical expert for the team.
Communicate effectively with team members

Salary: $55.00 to $60.00 /hour
