Performing in a lead capacity, develops and schedules safe, effective, and efficient work plans through proper planning and scheduling of work for various crafts performing maintenance of complex water and wastewater treatment plants, systems, and remote sites.First review of applicants will be October 19, 2018.
EXAMPLE OF DUTIES
Performs in a lead capacity over staff carrying out maintenance in the Water Services Department. Tracks and reports various metrics and data including but not limited to department Key Performance Indicators (KPI's), expenditures, and performance to budget. Leads planning, scheduling, and procurement efforts to ensure successful completion of projects. Ensures that non-emergency Work Orders are properly generated, planned, scheduled, and closed. Reviews work requests/orders for accuracy and clarity. Prepares weekly, monthly, annual, and long-term maintenance schedules for plants and remote sites. Validates and establishes planned and unplanned Work Order priorities. Leads weekly scheduling meetings with various supervisors to prioritize work scheduling from a Department perspective to ensure proper resource allocation. Sets schedules for work execution, keeps appropriate parties updated of work progress and status. Assign tasks to Water Services staff and contractors, aligns timelines, confirms availability of equipment, labor resources, parts, materials, tools, etc. before releasing work for execution. Ensures safety is given a top priority and included in all work packages and repairs. Works with warehouse staff to maximize inventory control and ensure critical spares are available. Obtains, organizes, and maintains all information required for the work being performed. (i.e. drawings, vendor manuals, special procedures, diagrams, etc.). Maintains and monitors backlog for adherence to industry standards. Knowledge of and ability to apply standards, codes, and regulations (including state, county, OSHA, NEC, ASME, ANSI, NFPA, and EPA regulations) applicable to water industry maintenance activities. Coordinates maintenance needs with operational functions to minimize downtime. Estimates and defines requirements for total labor, materials, special tools, equipment, and skill sets, for all planned work including complex projects such as plant shutdown, plant improvement projects, etc. Ensures maintenance best practices are continuously improved as new information, techniques, technologies, and industry standards are recognized. Maintains a multi-week ready backlog of planned jobs awaiting scheduling per their priority and due dates; determines alternative schedule and contingency plans. Monitors the technical performance of the EAMs and makes necessary adjustments to ensure that best-in-class standardized usage practices are followed. Procures materials, parts, tools, equipment, etc. necessary to complete Work Orders. Complies with City of Glendale procurement process. Provides training for staff on use of maintenance management software and asset management procedures. Performs other related duties as assigned.
Three years of skilled trades experience in Industrial electrical or mechanical maintenance of a complex water/wastewater treatment plant, facility, system, or related heavy industry, including proficiency using a computerized maintenance management system; or three years of skilled experience planning and scheduling in industries such as electric utilities, chemical manufacturing, large-scale manufacturing, high-tech manufacturing or other industrial setting using a computerized maintenance management system.Certified Maintenance & Reliability Professional (CMRP) or Certified Maintenance Planner (CMP) certification is preferred.Knowledge of: Best practice maintenance strategies (i.e., Reliability Centered Maintenance, Six Sigma, Maintenance Excellence, Condition Based Maintenance, etc.).Root cause failure analysis.Key Performance Indicators relevant to proactive maintenance strategiesCommon mathematical concepts.Core planning and scheduling responsibilities.The parts and material, define crafts, skills, tools parts, material and equipment necessary to develop a safe, effective and efficient work plan.Project management tool and techniques.Theory and principles of electrical, electronic, pneumatics, hydraulics, and/or mechanical procedures, equipment and maintenance requirements.Methods, materials, tools, equipment, and procedures used in the installation, maintenance, alteration, replacement, fabrication and repair of industrial, mechanical, electrical and electronic equipment.Preventative maintenance and repair procedures of industrial equipment associated with water and wastewater treatment facilities, systems and equipment.Safety procedures and protocols.Skill in: The use and care of the tools and equipment used in the maintenance and repair of machinery and equipment.Developing and maintaining effective working relationships with customers, staff and management.Computer literacy including word processing, spreadsheets, databases, e-mail and calendaring/organizer functions.Developing and implementing long-range maintenance plans.Leading staff involved in complex industrial maintenance activities.Working with word processing, spreadsheets, databases, e-mail, and calendaring/organizer functions.Ability to: Follow a variety of instructions furnished in written, oral, diagram, or schedule form.Apply mathematical concepts such as fractions, percentages, ratios, analytics and proportions to practical situations.Read and understand blueprints, safety regulations, O&M manuals, and standard operating procedures.Identify and monitor relevant benchmarks.Communicate clearly and concisely, both orally and in writing.Interact professionally with staff at all levels of the organization.Develop safe, effective, and efficient work plans work plans including all parts, materials, crafts, skills, tools, parts, and equipment necessary.Fully utilize EAM capabilities in order to enable proper work order execution.Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying. SPECIAL REQUIREMENTS: Valid Arizona Class D Driver LicenseMay be required to work evenings, holidays and/or weekends on occasion. Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
