What Success Looks Like In This Job
Join our highly-qualified, talented and award-winning Finance team and direct, plan, manage, supervise, coordinate, implement and lead the activities and staff of the General Accounting Division within the Finance Department, including general accounting, payroll, county-wide grant compliance, financial reporting, accounts receivable, accounts payable and fixed assets.
This position will monitor, review, recommend and implement general accounting policies, procedures and internal controls; coordinate assigned activities in partnership with other County Departments, Divisions, and outside agencies; manage the preparation of the Comprehensive Annual Financial Report (CAFR); manage the County annual audit; and provide highly responsible and complex support to the Finance Director and Deputy Finance Director.
This position also provides oversight and input into the Department's security, operations, and maintenance of the County's financial accounting system and the internal control framework.
Examples of Duties for Success
Direct, plan, manage, coordinate and implement the activities of the General Accounting Division; meet with staff to identify and resolve problems; assign work activities and projects; assess and monitor work flow and work load; review, evaluate, recommend and implement changes in work products, internal controls, methods, policies and procedures.
Manage processes and programs to hire; train, motivate, coach, develop and evaluate General Accounting staff; provide and coordinate staff training; provide effective staff feedback and performance evaluations, document deficiencies and work with supervisor to address issues.
Participate in the development, implementation and administration of the Finance Department's annual budget; monitor and forecast if additional funds are needed for Division staffing, equipment, materials and supplies; request adjustments as necessary; oversee the approval expenditures.
Develop, implement and administer goals, objectives, key performance indicators, tasks and policies and procedures of the General Accounting Division.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; identify and implement opportunities for improvements; provide excellent customer service to internal and external partners.
Manage the County's annual external audit.
Direct, plan and review the timely preparation of the Comprehensive Annual Financial Report, including the Management's Discussion and Analysis (MD&A).
Direct, plan and review the Cost Allocation Plan.
Provide assistance to the Finance Director, Deputy Finance Director, County Management and the Board of County Commissioners.
Research, prepare and present reports and other documents, some with complex financial concepts, to all levels of the organization, including the Board of County Commissioners, Elected Officials Department Directors and staff as requested or assigned.
Direct, plan, coordinate and review the preparation of various Federal/State statutory, regulatory and informational reports.
Direct, plan and review the county-wide grant management and compliance process, grant monitoring, accounts receivable, accounts payable and payroll policies and procedures, including recommending and implementing revisions.
Serve as a liaison for the Finance Department to all County Departments, Elected Officials, the County's internal and external audit firms and other outside agencies related to all activities of the General Accounting; negotiate and resolve significant and/or controversial issues; respond to and resolve difficult and sensitive customer and citizen inquiries and complaints.
Participate on a variety of boards, commissions and committees; attend professional group meetings.
Maintain currency on Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, State and Federal laws and regulations; coordinate the implementation of any necessary changes.
Review statutes, regulatory and authoritative guidelines from GASB, Internal Revenue Service (IRS) codes and regulations, to ensure financial reporting and general accounting policies and procedures are compliant with related requirements.
Review and approve general ledger entries and other documents, including payroll, journal entries, accounts payable and fixed assets and maintain the general ledger and transaction code structures within the system.
In co-operation with Information Technology and innovation Department, maintain the County's financial accounting systems; participate in the evaluation, implementation and testing of new accounting software and ensure internal controls are in place and working.
Coordinate month-end and year-end accounting processes by providing planning and training, setting goals and expectations for accuracy, completeness and deadlines.
Ensure compliance with bond covenants and regulations on all County debt, including arranging timely payments and complying with continuing ongoing disclosure requirements with EMMA.
Participate on the management team of the Department, advising the Finance Director and Deputy Finance Director on matters related to the County's compliance on accounting matters, state law, OIG (Office of the Inspector General) and other grant requirements, OMB (Office of Management and Budget) requirements, EMMA and other regulatory matters.
Approve timecards and leave requests for Division staff.
Perform other related duties and responsibilities as assigned.
Exercises direct and indirect supervision over staff.
To be successful, our ideal candidate should have the following knowledge, skills and abilities:
Principles of accounting and advanced accounting theories.
Advanced governmental accounting principles.
Federal, State and Local laws, codes and regulations including Federal Uniform Grant Guidance, GASB statements and best practices.
Internal Revenue Service regulations and codes related to the County's payables and payroll processes.
Principles of supervision, training, employee performance evaluation and mentoring.
Ability to direct, manage and coordinate the work of professional and technical staff.
Ability to provide professional, administrative and leadership support as part of the Finance Department's management team, including the Department's Strategic Plan and Mission.
Proficiency in establishing, maintaining and fostering positive and harmonious working relationships with those contacted in the course of work.
Direct, plan, evaluate, recommend and analyze existing and new computerized financial accounting, business systems and internal controls.
Recommend and implement goals, objectives and best practices for providing effective and efficient financial planning and development services, in a business plan for the division.
Prepare and administer Division budgets.
Ability to solve problems including the ability to research, analyze and reconcile financial data.
Communicate clearly and concisely, both orally and in writing.
Qualifications for Success
Six (6) years of increasingly responsible experience in financial accounting and administration, with at least four (4) years in governmental accounting.
Two (2) to three (3) years of progressive supervisory experience; more than three (3) years preferred.
Experience in the preparation of a Comprehensive Annual Financial Report (CAFR)
Education and Training:
Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field.
A Master's degree (MBA, MPA) is highly desirable.
License or Certificate: Possession of a Certified Public Accountant (CPA) license and/or a Certified Public Finance Officer (CPFO) is highly desirable.
Computer Skills: Ability to operate and develop expertise with the County financial accounting system, excel spreadsheets, and word processing
